Kristin's practice emphasizes representing private land owners, developers and builders in the land acquisition and project development process. Having previously worked in-house as a city attorney for a major California city, Kristin has significant experience working with public agencies and officials, including city councils, commissions, boards, hearing officers and municipal departments.
Kristin assists clients with the following representative matters:
- Land acquisition and due diligence for proposed development projects
- Obtaining project entitlements from cities, including zoning changes, annexations, tentative map approvals, and conditional use permits
- Preparing and negotiating agreements with public agencies and private builders that affect infrastructure construction and cost-sharing, e.g., reimbursement and fee credit agreements, participation agreements, improvement and maintenance agreements, and cost sharing agreements
- Preparing and negotiating entitlement related agreements such as development agreements and affordable housing agreements
- Responding to cities' requests for payment of development impact fees and address legal issues related to financing mechanisms such as community facilities districts and assessment districts
- Real estate purchase and sale agreements
Prior to joining Morgan Miller Blair, Kristin spent several years as a Deputy City Attorney in the Land Use Division of the San Diego City Attorney's Office, where she advised the City’s Planning Department and Development Services Department, reviewed Public Facilities Finance Plans, and drafted and updated provisions of San Diego’s Land Development Code. Before joining the City Attorney's Land Use Division, Kristin was a prosecutor for the City of San Diego. She tried over 20 criminal cases to juries, and was nominated as Prosecutor of the Year.
